Today I was pondering on this level and I thought why not take out the guy on your extreme right then the one directly in front of you thus rescuing the hostages. Well fro some reason 75% of the time I had the second hostage rescued half way back to the boat(OMFG) I only knock off a second because I was so shocked. But it'll only be a matter of time before I hit 0:28. I have had plenty of failed 0:26's but thats crazy

The first hostage you see is always the one who escapes 2nd in Agent runs. He needs the most time possible to get away, thus we rescue him first.

And you get the same 75% or so, result when using Josh's old strat which makes the second escape sometimes immideadly after the stairs on your way back to the boat. Usually he escapes before the ramp though.
So in order to complete you need a fast 1st hostage, Not the 2nd one. It might be possible to make him fast by shooting the chair to the right and be quiet so no guards are alerted to stand in his way but that wastes too much time for a mid 20 run.

I didn't play 197 hours for 0:25 without learning some things in the process...
1. It is impossible to shoot the chair in a decent amount of time...
2. Even if you had a Phantom in your hand, shooting that chair (and this is the same with the silencer) would attract a RIDICULOUS amount of guards, making it not worth it.
Wouter's best shot at a 0:23, although rare, is when the Grenade guard rolls behind that chair and ends up shooting the chair and killing himself in the process...Makes for clean escape.

Even if the straight ahead hostage escapes last everytime you still might get a better completion % releasing him last. I doubt this is the case, it's just something to think about.
