UTrev and myself have thought about different point systems.  Here's one I've thought up though.  It would go something like this.  I'll take 3 different missions: Runway A, Caverns A, and Aztec 00A.

Runway Agent
22 = 100 points (untieds are the only times that can be worth 100 points, gets 5 point bonus on the rest)
23 = 29 points (65 players have it + 1 sec off next best)
24 = 0 points (way more than 30 have this time)

Caverns Agent
103 = 90 points (10 players have a tied WR)
104 = 60 points (29 player have it + 1 sec off next best)
105 = 32 points (27 players have it + 1 sec off next best)
106 = 15 points (16 players have it + 1 sec off next best)
107 = 0 points (14+ players have it)

Aztec 00 Agent
156 = 100 points (untied gets 5 point bonus)
200 = 90 points (1 player has it + 4 sec off next best)
207 = 82 points (1 player has it + 7 sec off the next best)
209 = 79 points (2 players have it + 2 sec off next best)

What do you think?  It would be cool if someone implemented this point system to some unofficial rankings.  No way would this system ever replace the current one.  I do think, however, that it would help determine who's in 1st though, giving an edge for having a better total time and more untieds.

EDIT:  Untieds aren't what get the huge points, but getting away from huge chunks of players who have the same time (ie Runway A 23 and Bunker 1 A 18)   get the bulk of the points.  Note that untieds got a 5 point bonus.  22 and 17 deserve to be worth more points than they currently are, but maybe not 60+ like it would be with this system due to a @#%$ load of players having the time tied up.  That's why most of you probably hate it.  Perhaps it could be altered where the system is similar to what it is now, but have the total time factor implemented as such... using the same 3 levels as examples now along with something like Frigate SA.

Runway Agent
22 = 100 points (untied gets 5 point bonus)
23 = 94 points (65 players have it, only difference is a point is lost per sec off WR...)
24 = 30 points (32 on the current rankings)
25 = 0 points (same as on current rankings)

Frigate Secret Agent
108 = 100 points (tied WR gets 3 point bonus + number of players holding it)
109 = 94 points (1 player has it, 1 sec off next best)
110 = 92 points (3 players have it, 1 sec off next best)
111 = 88 points (8 players have it, 1 sec off next best)

Caverns Agent
103 = 100 points (10 players have tied WR, 3 point bonus + number of players holding it)
104 = 86 points (29 players have it, 1 sec off next best)
105 = 56 points (27 players have it, 1 sec off next best)
106 = 28 points (15 players have it, 1 sec off next best)

Aztec 00 Agent
156 = 100 points (untied gets 5 point bonus)
200 = 90 points (1 player has it + 4 sec off next best)
207 = 82 points (1 player has it + 7 sec off the next best)
209 = 79 points (2 players have it + 2 sec off next best)

Notice how Aztec 00A is still gonna be basically the same way as above (unfair for people that suck at 00A though...).  Anyways, if nothing else, untieds should get a 5 point bonus instead of 3 and have WR ties get 3 point bonus over the rest + number of players with tie.
