So I've discussed this with Thiradell tonight, and it has been discussed in the council. While we are still working out the proof policy, a few things will take place.
Henning's times will go back on the rankings on January 1st, 2013. This is a date arbitrarily chosen by Thiradell "to celebrate the new year." Henning will not have control of his times page for at least 1 year, pending good behavior. Axel Z who is the Goldeneye proof moderator has offered his services to watch Henning videos for fakes or problems during that period. Axel Z will add Henning's future times to the rankings only after he has seen the PR video.
Effective immediately, there will be a grace period to all those who currently have fake times and videos on the rankings. This grace period will end on January 31st, 2013. That means that if you have a fake time on the rankings, you have until January 31st to come forth with it by announcing it publicly in this thread. By doing so, you will face the same punishments as most past liars, but nothing more. That being, you will be backrolled to real, proven times, and your timespage will be temporarily frozen as the moderators see fit.
After January 31st, 2013, anyone caught with fake times or videos on the rankings will be subject to the new proof policy, which includes a maximum punishment of permanent removal from the rankings. Given that everyone has had the opportunity to come clean with fakes, if you are caught later you will probably receive the maximum punishment. It is strongly advised that if you have fake times on the rankings, you come forth in this thread.
That is the current situation up to date.

Axel is a good guy and all, but him inspecting Henning's videos is a conflict of interest. They are close friends. It may be better to assign someone that is unbiased.

Complete removal of cheaters are the only way to solve a problem such as this. I don't see how we can give anyone who's admitted to cheating or lying the benefit of the doubt that the rest of the times are not fake as well. No one should be held higher than others in this situation either; everyone should be held accountable equally. And what I mean by that is if a player with a long history in The Elite openly admits to lying about a handful of times, for whatever reason, should be completely removed in the same way if a new player was found to lie about times also.
Take my opinion as my opinion only. But for what its worth, The Elite did not get built on a foundation of lies, we built The Elite on a foundation of truth.

You are a month late to this conversation. Due to the fact that the elite hasn't banned cheaters in the past, it isn't fair to ban him permanently. This would be like the local police force not giving speeding tickets to anyone for going 30 over; simply pulling these people over and warning them. But then one day they pull over a guy going 30 over and decide to remove his license and ban him from driving forever. That simply wouldn't be fair.
The new policy which will go into effect after the grace period explicitly states that if you cheat, you will be banned forever. You can read this policy in a thread in this very forum. This is fair because we are giving fair warning to cheaters now that they will be banned forever if they cheat. This would be like that same police force stating "we've had enough of speeding, from now on if you speed, we will remove your license permanently." It is fair to announce a new law and a date it will be enforced. It is not fair to put new punishments on people for crimes that previously did not have punishments, without announcing this first. This is something the elite administrators and moderators have failed to do for the past 15 years.

@ Lark: I don't know why you think I'll not be unbiased towards Henning. If I was unbiased I wouldn't have brought up the Control vid again, which I'm sure many didn't think of at the time it turned out his Frigate runs were indeed fake. Also, since Henning already is highly ranked, and has been so for quite some time, virtually every PR he gets in the future will be either a very good PR or a WR so it's not like I'll be the only one watching Henning's videos.

Exactly. This especially applies to PD (though Henning didn't cheat in PD/it's not his primary game/harder to fake a run etc). The more help I get from the community, the easier it'll be to come across possible fake videos.

What would these rankings look like anyway? There's a lot of players who lied about a time on the ranks.
The difference between the eras though is the liars back then just showed up posted fake times and never posted on the boards/were involved in the community but most of the lies since are people who are here. If we just mass blanketed banned them, they'd probably leave and this site isn't exactly booming with people so even a hit like that is going to take down a fair bit of the activity here.
There's just not a solution that everyone's going to be happy with.

Henning is now back on the rankings with all his recent GE/PD PRs proven and updated. His timepage will remain frozen for a maximum of 365 days.
