The-elite.net proof policy revised November 2012
1) All decent times must have proof.
i) It is up to the proof moderator to determine what is a decent time, but a good guideline would be anything over 90 points, or anything that top players believe is beyond the scope of a player claiming such a time, based on his rank and experience (ie: 70th ranked player claims an untied 89 pointer on a difficult stage.)
ii) Proof calls will be made monthly, and players will have 1 month to provide acceptable proof. Failure to do so will result in backrolling of a player’s time on that stage to their best record with acceptable proof.
iii) Proof calls can take place in other instances, such as someone posting all 83 point times across the board, in an attempt to be just under the personal record quality for a proof call (the Greg Larkin rule.)
2) All legitimate records submitted are property of the-elite.net
i) When a record is found to be completely legitimate, it will stay on the rankings forever. No exceptions. These are the world rankings and as such, all the times of the world are ranked here. No one is able to remove their times.
ii) You are allowed to have your name changed on the rankings as a matter of personal security, job security, or political ambition.
3) Concerning faked videos, lying about personal records, and punishments for the like.
i) Any person caught faking videos or lying about personal records with the intention of having a ranked record will have those records removed. As punishment, they will be shamed and exiled by being banned from the forums for 3 months. For that same 3 month period, their timespage will be frozen from competition and they will be unable to update any new times until after that 3 month period has expired. The subsequent natural skepticism and careful analysis of any of their future records will also serve as punishment.
ii) Anyone caught faking videos a second time will have their timespage backrolled to all legitimate times, their timespage frozen, and they will be permanently banned from GoldenEye 007 and Perfect Dark speedrunning competition. They will still be able to play the game, upload videos on their personal Youtube channels, etc, but they will no longer be a part of the elite and will be denied re-entry. Any improvement in their personal records will not be reflected on the-elite.net rankings. Their times are frozen permanently the moment they are caught faking a second time.
iii) Faking videos for obvious troll purposes, April Fool’s pranks, hilarious jokes, etc, with no intention of having the faked run on the world rankings, are exempt to this section. It is advised to clear these pranks with a moderator to avoid any conflict.
4) Concerning the time not saved glitch (GoldenEye 007 only)
i) The time not saved glitch occurs when an objective completes in the last frame of the fadeout of a run. This has been seen on, but not limited to: Facility, Runway, Frigate, Depot, Jungle, Control. The mission status will read “Completed,” the time will not save as best time, no cheat will be unlocked if applicable, but the level will advance to the next level.
ii) These times count as complete and are ranked as personal or world records accordingly.
5) Concerning use of 2.X control styles
i) As 2.X control styles were programmed intentionally into the game, you are allowed to use them freely to obtain personal and world records, so long as it is one person controlling both controllers.
ii) Anyone found or confessed to be claiming times achieved with 2.X control styles, having used a second person on a controller, will have all according times backrolled to their next best proven record achieved with only themselves on the controls.
6) Concerning use of third party controllers
i) It’s really lame and frowned upon, but we are not able to enforce use against third party controllers.
ii) Acceptable (but still lame) controller differences include Hori controllers and controllers with Gamecube style sticks to more quickly reach maximum turning outputs, and comfort. Anyone found abusing a new controller type that the community does not find acceptable will be investigated by the elite’s council, and a determination will be made on the specific case.
iii) Under no circumstances are “rapid fire” controllers legal for use.
iv) Mouse controllers ( like this https://i.imgur.com/m9bsJ.jpg (https://i.imgur.com/m9bsJ.jpg) ) and any other controller than allows turning input of greater than the 128 value, are banned.
7) Concerning use of third party PAL/NTSC converters
i) Allowed for single level runs.
ii) To be determined for full game speedruns.
8) Concerning emulators
i) Emulators are allowed for full game speedruns and some races (pending agreement of all participants,) but as of right now cannot be ranked on the-elite.net official world rankings.
ii) An emulators only rankings could be implemented if popularity calls for this.
iii) Emulators should primarily be used for fun, races where allowed, and TASes.
9) Effective January 1, 2013, all untied world records must have proof in the form of an acceptable captured video, in color, with in game sound.
i) With the increase in popularity from online streaming, the world records page needs to be a showcase of our skill with quality, watchable videos. Webcam, cell phone camera, digital camera video quality is not acceptable. Untied world records must be direct captures.
ii) Captured quality ensures that full analysis can be done on the video to ensure authenticity. (We can’t study audio levels and framerates in a webcammed video. Webcammed videos are actually easier to make a convincing fake with, though they take more work.) [-could remove the parentheses but that is the reason for this section]
iii) Current untied world records will be grandfathered. No need to duplicate UWRs which are in bad quality. However any untied world record achieved after January 1, 2013, without direct captured quality, will not count on the rankings.
iv) Just because a video is captured does not mean it is acceptable quality. Chuya’s Attack Ship Agent 2:06 for instance is no longer acceptable quality. In game sound and clean bitrates are necessary. The community’s public opinion as well as the elite council’s decision will determine whether or not a video of an untied world record is acceptable quality.
10) Concerning the discovery of new strategies.
i) You are not able to have a record on the rankings if it involves a new strategy discovery, until there is a video and proper explanation of said strategy made public for everyone to access. For example, if you claim a new strategy that skips Trev's speech entirely on Statue, and claim a 2:10, you are not able to have that time ranked until you have a video of it and an explanation on how to perform the new strategy made public.
ii) Hoarding a new strategy is allowed (though lame) so that you can keep it to yourself and keep playing until you obtain an untied world record. However said record will not be ranked until a video and explanation are made public.
11) Concerning modifications to console, cartridges, controllers, etc.
i) Modifying the console so that is becomes overclocked, or modifying it in any other manner is not allowed.
ii) Modifying your cartridge is not allowed EXCEPT for modifying the outer plastic physical part of a Japanese cartridge so that it may fit into an NTSC English console.
iii) Modifying your controllers is allowed ONLY in the instances of inserting a new control stick (Gamecube style sticks allowed,) or repairing or removing buttons (ie: you can remove the R button completely if you feel it gets in the way and is unnecessary.) Carving new holes into the controller, adding extra control sticks or C-buttons, working new inputs into your controller, is banned.
iv) Pressing down on the circuit board to freeze the game’s timer but still completing objectives in game, is not allowed (the rule of Trent’s circuit board strategy.)
v) Otherwise corrupting the console, controllers, cartridge, etc, to glitch the game in ways external to the programming of the game (ie: crooked cartridge glitch) are not allowed.
12) Anyone violating any of the protocols written in this proof policy for the purpose of having times submitted and claimed to the world rankings are subject to the same punishments as outlined in section 3, subsection ii.
13) All other concerns and issues, as well as the selection of proof moderators, will be made by the elite council.
i) Anyone found to be abusing the game in a way detrimental to the speedrunning community not yet covered in this policy, will be dealt with in a fair and appropriate manner determined by the council; with according rules written into the policy.
ii) The elite council consists of Jon “Ngamer” Bearder, Derek Clark, Steve “Comeasur” Bryze, Ricky “Infil” Pusch, Scott “Thingy” the Man, Ryan “Your Eliteness” Dwyer, Tyler “Thiradell” Wishall, Axel Zakrisson, Hugo “Carathorn” van der Wolk, Bryan Bosshardt, Jim “Jimbo” Barrett, David “DK” Kovaz, and Ryan “Goose” White.
iii) The council will come to a majority vote for a decision on any necessary matters. These votes will be made PUBLIC to the elite after a vote is made. You will see exactly who voted for which decision.
iv) When a decision is needed, there will be a 24 hour voting period. Any member of the council who does not cast a vote in that period will not have their vote count.
v) If public opinion of a council member becomes negative, discussion will be held in public forum to remove or replace members of the council.
