Is there any explanation anywhere in an informative post, or series of posts, as to the degree of look-down that should be used throughout Goldeneye? Does it matter if a player looks down just a little vs. all the way down? Is there an optimal range of degrees or does any amount of look-down suffice?
I've been struggling with getting a 150 on Surface 00A and am wondering what exactly are the specifics on how look-down works. I know that this isn't a new topic and has probably been discussed to death and perfected by many over the past 10 years, but could we possibly post/re-post the important things to remember when trying to get the most out of using look-down. Please and thanks.
What levels are most benefitted by it and why?

Around 45 degrees of lookdown should be fine for 150.

Theres a lot of mystery to it but I believe it mostly depends on the layout of the level and the guards. Levels with a lot of "active" guards (guards who constantly run and have no predetermined standing position) seem to lag the most. I honestly dont think theres much explanation to it though, it might just be completely random due to how the game is processed and runs. For instance, lookdown on s2 seems to do hardly anything, but on S1 it makes a world of difference. Then again, i think a lot of the time lost with lookdown is when entering doors, since you enter them much quicker with lookdown. But then you look at a level like streets which sort of disproves this theory. Basically levels where lookdown helps are :
Dam, s1, archives, streets, depot
Off the top of my head, those are the only levels where it is completely mandatory to look down to get a good time. Pretty much every level has benefits from limited lookdown, but those are the ones where you "have" to.

That was sort of the answer I expected and feared. That the exact science to look-down isn't understood completely, even by the best of GE's players, is somewhat disheartening, but again, I suspected as much. Really though, Dave, thanks for the post. It was a good reply.

Just study how much lookdown is used in the WR vids for each part of the level. Here's my quick breakdown on most levels (mostly talking about SA/00A):
Dam: I don't know too much about this but generally you want to use a bit of lookdown from the start of the level till the end of the first tunnel. Then look at a normal angle until you reach the gate and then use lookdown for pretty much the rest of the level.
Facility: You definitely want to use a lookdown here (especially the hallway + labs). It's not too important everywhere else but using some lookdown also helps you open the bathroom door faster.
Runway: Lookdown till the hut. It's not that important inside the hut (just use enough to get the key).
S1: People underestimate how much lookdown saves here. It's far more important than most other levels since even looking at a normal angle for a bit generates so much lag. Try to use as much lookdown as possible, even when opening the hut doors.
Silo: lol
Frigate: It only helps in some places. You should use it if you want for example 22 pace runs on Agent though.
S2: Helps you with the strafeline you need to take sometimes. A really good line is important for 48.
B2: The amount of lookdown you use does affect the safe key guard inside the safe room. It's pretty important on 00A, but not that much on SA.
Archives: You pretty much need to use lookdown the entire level apart from the Mishkin meet.
Streets: Everyone knows about this.. although why it lags a lot when you look up is a mystery indeed. It might be the timer or the game processing a lot of guards who are offscreen
Cradle: The amount of lookdown affects Trev but I don't really know how this works.. I think he has better odds of being fast on PAL though and that's obviously because of the different frame rate. Using lookdown in the hut is pretty important too.
The amount of lookdown I use varies from level to level but explaining every bit would take a really long time.. but I hope this post helps anyway.
