To keep with the rules of the thread it should be paid within 7 days of the record being set. This could be rearranged with the record setter due to other circumstances (no paypal or bank info atm) but in general the idea behind the incentives is a nice reward and recognition upon getting a record rather than a optimum money making stream and hence I wouldn't be too worried about paypal fees.
