Title: Should this GoldenEye World Record be backrolled because of its video quality?

The quality of this world record (Surface 2 Agent 0:46 by Aaron Scott, aka TheLuge) was deemed unacceptable by the GoldenEye proof moderator. Per this decision, if Aaron does not duplicate this time with better quality by the 1st of October, his world record will be backrolled.

Aaron's own comments (https://rankings.the-elite.net/~TheLuge/time/195692) are: "VCR messed up. Had to restore much of this footage frame by frame. Switching to DVRs from now on." Note that he also has a couple of other videos of the run on the PB page.

Do you think the proof moderator made the right decision, or is this quality-check a bit too harsh?

Small reminder:

The run was not proof called / slated to be backrolled because of its video quality, but more of the circumstances surrounding the quality issue, and the fact it was admittedly spliced frame by frame.

Imagine every untieds on the ranks with this kind of quality. Would not pass imo, this vid shouldn't pass neither.
