Lets take luck out of the equation, luck basically relates to playing time, so lets say a bunch of good players play for xxx hours on one level. Who is going to get the best time?
Well we all can run the same speed, and we've all done every turn perfectly at one point or another. What it comes down to is both piecing these elements together, and reacting to what we HAVEN'T seen before. If we're in a level like silo, its much more to do with reactions, but in many many GE levels we are dealing with general speed, turning and shooting, etc.
As I said, we've all done each of these parts perfectly at some point, so who is going to get the best time? The one who can piece them together the best into ONE run. I think for 80% of the levels, speedrunning is about consistency, above general ability. For the other 20%, its about reactions and a lot more of the run has to do with actual ability than the consistency in itself.
Just my idea of why in GE (as well as a game like mario kart), what seperates the top players is consistency above anything else. What generates consistency? Well thats up to somebody to answer who knows a lot more about moving fast than I do.
