I have Duel A 3.66. It isn't as easy as it seems

There is a lot more to this level than meets the eye. For example, you don't hold just right on the movement stick.
The closer you are to something, the bigger it appears, and the more it takes up your vision. Well to get as close as possible to the person you are shooting is the goal here. The more he takes up your screen = the closer to the side of the screen his arm is. Therefore, you want to always be moving towards him. Since you are turning, moving right, at first, is moving to the side of him, then as you get closer, it's moving toward the other side. This will still get you 3.xx (3.70-3.76), which is why it didn't matter in N64, but it doesn't cut it for 3.66. Basically, you have to rotate the movement stick as you are turning so that you are always moving toward him and a bit to his left(your right) side. If you are just going for 3.68 (A score i can almost consistently replicate), the movement averages out at backward-right, as if you were trying to speed strafe right, but backward. (or left, if you turn left). Start out holding backwards on the movement stick, do the pause when the "F" in Falcon 2 is showing, and rotate 90 degrees slowly as you are turning. Once you shoot him, you should be strafing toward his left(your right) side.
tl;dr - You should be able to pause with the "F" in falcon showing, hold in the fire button, and hit him as you come around. Use the movement stick.
Also, on my .66 run I shot him on his LEFT foot (The aiming was absolutely wild and chaotic. I looked almost straight down, then shot him on the way back up, and i wan't holding the trigger as i turned. I DID NOT expect it to be .66). Based on this fact, I think 3.65 is possible. Someone will beat my score again!
