How do "Live Streams" forum links work on Twitch?

Just wondering how GoldenEye speedruns show up on the forums under the "Live Streams" section? Certain tag/community on Twitch that generates that?

Me or Qwec adds that name to the list on the first page, which lets the Live Streams section (commonly referred to as the 'Forum Top') check if you're online and creates the link.

One other question - how do you join / become invited to The-Elite Twitch team?

Saw a post about it from 2014 but it was last commented on two years ago.
