I'm kinda stuck here.

Where you need to kill the 4 skedars in the hangar. Do they appear randomly, or is there a way you can get them to appear everytime? Lots of times I turn around and I see no skedar there

. Pretty frustrating.

Also, what is approximately the chance for Elvis to complete objective 2? 1 out of 10 or something, he drives me nuts! Crazy little guy

I watched the 2:10 movie, and noticed Sim Threat doesn't kill a few skedars on his way to the last elevators. Does this have any effect on the chance Elvis to appear fast on the bridge?

You only need to kill 4 on agent. You can get the 1st two every time. The 3rd appears if the 1st dies fast. The 4th appears if the 2nd dies fast.

There's a pretty obvious difference between fast and slow; you'll notice it.

Is there only 2 speeds? Fast and slow, or is there some in the middle?

There are two groups of speeds: fast enough and not fast enough.
