To mirror GE, I'll give this a shot. I'm not gonna rank the PAL Deep Sea SA and PA records, but the NTSC ones instead. I'll update this now and then.

Agent
1. WAR! 25 (PAL) > amazing run by Karl, nothing rivals it at this point, especially since it was done on PAL, should be more doable on NTSC as is the case with most times
2. Skedar 108 > Karl owns on Agent, and no one will argue that, very good run here for the most part, very hard to use this beginning method, not to mention having all the doors work with you and not choking the leader
3. Maian SOS 137 > Karl was the first to pull it off on NTSC at all (got 138 before this), no one else yet, tough to make the last lift at all
4. G5 Building 38 > yet another amazing Karl run, fast cloak rooms, fast fast fast, just too bad it was a low decimal... could have been ranked more toward the top if this solid run yielded high decimal, like 2nd
5. Defense 52 > finally Ryan has a spot here, and it's easily his best agent time, good run given how hard the Dev shot is to get and do correctly
6. Extraction 49 > a fine run done by me, probably my best PD time or so, basically requires to not pause in the body guard room and decent throughout
7. Pelagic II 50 > good going Wouter, really smooth, but too bad 49 will be done soon or later, maybe by Wouter
8. Attack Ship 210 > amazed with this time really, and it begs for a good ending, which takes some time to get
9. MBR 121 > Lec dominates this level, but from his recent post of cutting 10 sec off the PD overall total time, expect at least 2 more coming off this in the near future
10. Crash Site 116 (PAL) > Greg raped this level like no other, it requires great consistency, can be done on NTSC just the same
11. Investigation 128 > with my new bot strategy, this time isn't too great, but it still takes an insane amount of luck, and, at worst, a mid-high 48 bot
12. Villa 108 > it takes a great run, but several players are capable of it or even 107, still a solid record though
13. Escape 226 > another Lec level

, but yeah there's a lot of error allowed, should be more like 224
14. Rescue 127 > not much different than 128, but getting a decent disguise and a solid ending takes a little bit of work
15. Deep Sea 305 (NTSC) > a 59 Elvis doesn't make this a very good time at all, but the ending was great and doing Elvis message skip can be really gay, it could go sub 3 min if Ryan played it much, thus the bad ranking
16. Infiltration 112 > making the last lift is tough with basically instant cinema timing, but the strafing is fairly basic
17. Air Base 115 > tougher record of the common ones, but Greg insists 114 will happen, Dan came out of nowhere and got this record 2nd to only Karl
18. Chicago 15 > more people should have this, new beginning route and sooner cinema timing really makes this a lot easier to do, just need the mine throw to work once with reasonable speed
19. AF1 55 > way too common, I personally had a pretty bad Pres, 54 must happen soon (or Shade get his claimed 54 proven)
20. Defection 6 > learn the glitch, which takes some time, and then fall into the lift doing the glitch somewhat fast
21. Duel 3 > everyone can get this, litereally
Special Agent
1. G5 Building 45 > Karl's dominance on all G5s is greatest of any mission for any player on PD, one word: SMOOTH
2. Infiltration 132 > Matt deserves this spot, he's lapping the field on this level right now, solid run throughout, but certainly not maxed either
3. Defection 35 (PAL) > don't care if 31 is possible, Karl is just fun to watch, NTSC can do just fine here
4. Chicago 27 > it's a tough time to do, requires a low 13 bombspy drop or lower and the quick mine throw to reasonably do this, which takes some time to learn
5. Pelagic II 149 > another smooth run from Wouter (what run isn't smooth from him?), very difficult to get this clean of a run on this mission, but far from max aswell
6. Crash Site 127 (PAL) > slightly better than 116 on Agent, might be greatly overrating this, also done on PAL, Greg has this level down to a science
7. Skedar SA 126 > might be overrating this, it seems like a good time, but Karl/Matt would say it should go much lower, thus only taking the 7th spot
8. Attack Ship 239 (PAL) > no clue where to rank this, it has been untied for a long time... I could have tied it on NTSC with the best ending though, don't consider myself too great at AS either
9. Investigation 212 > the skill level required for this isn't that high, but the luck is quite immense for having a shot at this time
10. WAR! 46 > this isn't that easy to do with the randomness of the doors, ideally want about high 24 or lower speed to 1st king shot, then one open door to the 2nd king that wouldn't be open otherwise, and then the last door
11. MBR 123 > this seems easier than MBR A 121, but guiding Cass well is a blessed skill to have, not to mention having the beginning matter a little more than on Agent
12. Rescue 220 > this is a pretty decent time, even if several others are capable of it, need a decent 2nd lift TT, and limited stuckage afterwards
13. Escape 322 > yeah, no one plays this level, it's not a good record at all, just see the mistakes in the run to figure out why it's so lowly ranked, but at the same time hardly anyone is under 330...
14. Air Base 144 > does requires a pretty decent run, but Karl came so close to 143, this should become common if 143 isn't done
15. Villa 120 (PAL) > will be tied/beaten by several players, oldest untied on PD I believe and done on PAL, it's not very good anymore, but was probably the best SA time when it was done
16. Maian SOS 154 > aside from learning how to shoot the bed from a mile away with guards opening the doors, this time isn't that hard after a while
17. Extraction 129 > not where this record should be at all, no one plays this level, need to be decent at ending though
18. Defense 129 > much of the greatness of this time is sucked out due to it being one of the oldest overall PD records, but don't underestimate how difficult it is to do, particularly the ending
19. Deep Sea 407 (NTSC) > gotta put it somewhere, it hasn't been played enough to rival most of the SA records, definitely can go under 4 minutes
20. AF1 121 > slamming this level on SA also, it's just not a good time period, and kinda common, 120 will happen very soon
21. Duel 6 > the majority of the top 100 has this time, really not much skill needed, just a little knowledge of how Jon works
Perfect Agent
1. G5 Building 55 > this is the best PA record by lightyears, it's kinda obvious why after watching the run, great movie-style video
2. Air Base 206 > great time here, Shade is still lapping the field for the most part bar Ryan's 209, just flat out smooth
3. Maian SOS 208 > living this strat is very very very tough, and then making the last lift is not easy, have to be old SA strat speed to do that, another good record by Matt
4. Attack Ship 316 (PAL) > it's a mile ahead of the NTSC record, I have to think it's possible to do on NTSC so ranking it on the same plane for now
5. Villa 133 > Wouter dominates this run for the most part, smooth as usual and didn't crack on the ending, low decimal I believe...
6. AF1 127 > could be overrated, getting a fast enough Pres along with a clean ending is one of the hardest things to do on PA all on the same run due to the insane amount of lag and pressure along with chance to die or get stuck on guard
7. WAR! 54 > the luck is unreal on this level, thus the high ranking, it's not an automatic when it comes to living it either
8. Investigation 238 > a good run is needed here, important to get a good bot, living this level is one of the toughest on PA
9. Escape 322 > much better looking run than the SA one, but they should be the same, of course living is an issue with getting medpack during Jon protection along with running through the flames
10. MBR 127 > all Lec's MBRs are pretty mediocre, it is an underplayed level though by far
11. Deep Sea 319 > it's not that good of a time, mediocre in this case, but the thing is that no one plays this level and it beats most of the players by a long shot
12. Infiltration 148 (PAL) > apparently Matt Cook has a new strat for this yet again, this could be getting raped in the near future, still a bitch to live any way you look at it though
13. Chicago 28 > not as good as its SA counterpart, still can be difficult to get around the guards around mine throw area though
14. Defense 144 > way underplayed since the new strat came out, it is tough to live after going back down the lift with all the guards waiting just outside, and hostages fail somewhat often
15. Rescue PA 248 > at least some progress is being done to this level, expect around 245 or lower in the near future though
16. Crash Site 153 > DMan has it with only Duel as other record on PA, it hasn't been played enough, just need the Pres to complete along with the ability to do the clone and saving Pres parts well, potential of a better strat here
17. Skedar 136 > done without the door trick or Agent bug throw strat, not much else to say
18. Defection 126 > gotta rank this poorly, Ilari did it missing the last message skip... really not THAT much to it once the glitches are mastered, just long and boring, Sucram claimed 123 years ago along with Slayer 126, just need to get a nice programmer and learn the ending
19. Extraction 139 > SOMEONE PLAY THIS LEVEL, not much else to say, not hard once you can live the body guard room once in a while
20. Pelagic II 213 > this time is so pathetic, sub 2 minutes is possible, expect sub 210 very soon, no one plays this level enough, including me, only thing going for it is the difficulty to live it
21. Duel 9 > most common PA record, 3 shots for 3 kills is all there is to it, but don't underestimate how hard it is to get even though it's on the bottom
