It's for PA. I think it may have an effect on SA... but it would be indirectly related. Surely you can guess it. Just think hard. I'll tell you it's after the half minute mark, but before the 3:00 mark.

It's just a new technique for the medpack activating faster. Getting the medpack is specific to PA only, and he said it might help on SA as well... So through a little elimination, they're probably just working on ways to set the remote mines so the medpack activates instantly, which it almost does in SA already... hence the "might" for that difficulty.

My guess at least.
