Not really. A few doors open slower IIRC, but the overall time loss isn't much.
4:00 PAL isn't as good as 3:58. Don't think 3:59 would be either.
You're right about the doors. I checked the differences with emulator and got:
Elevator and Blue doors154 frames on NTSC = 2.56 seconds
137 frames on PAL = 2.74 seconds
Brown doors125 frames on NTSC = 2.08 seconds
114 frames on PAL = 2.28 seconds
2.74 - 2.56 = 0,18
2.28 - 2.08 = 0.2
So beginning elevator + 2 blue doors + 2 brown doors = 0,96 seconds. However, in practise it's a bit less since i timed this from fully closed -> fully opened and Bond can often get through doors before they're fully opened.
I did some additional timings where i checked how long it takes to actually get through the doors, and the total NTSC/PAL diff was around 0.5 seconds. I did not bother to include the blue door that we warp.
So i guess low-mid 3:59 PAL = 3:58 NTSC.
Edit: Fixed the seconds being switched between blue/brown doors.
