I strongly disagree, my 2nd 23 fell just one boost shy i am 100% sure . Its only a matter of time before everything goes right. I only put in like 2 hours for that 2nd 23 as well, so with like 15 hours i could easily see 22.

I mean I knew I'd get it obviously, but its just after you spend 40-45 hours ona  time (how long it took me for 128) , it starts to get ridiculous especially on a level like this where you need a nade. Although, Id rather have taken a long time for this and have it be worth it than say, streets 00 156 or something lol. ;)
